Motor Transport Maintenance Instructional Company (MTMIC)
Mission : Motor Transport Maintenance Instructional Company’s mission is to provide instruction in all aspects of Motor Transport Maintenance to entry, intermediate and advanced level students, to produce the best trained Marines capable of effectively performing across the logistics continuum, and to support and sustain Marine Corps operations in an expeditionary environment.

- MTVR Operator Simulators (M-107, MTMIC, Camp Johnson). We offer the use of our four (4) MTVR Operator Simulators to any military unit who wishes to provide their personnel additional operator training in all kinds of environments and under different situations. - Apprenticeship Program for MT Mechanic. NAVMC 2686 link attached.

- Cross Decking Students. If a Command notifies us in advance that they would like a Marine to attend 'multiple' courses while TAD at Camp Johnson, we will support your intent. Example; we got a few 3521's from the I MEF (West coast), Iwakuni and Okinawa for the AIMC (3522 school) and we were asked to carry them into the next FESCR (3524 School) ~ which we did. Now, when that Marine returns to the unit, they now have two additional skills sets to support the fleet with and we provided our community with a better mechanic that will PCS to someone else at some point and the Marine has been fully trained. Not a bad deal for you and the Marine. Only requires you to allow the Marine to stay here a bit longer. We can do the same for the MTCC, LVSMC and MILMO. It's all in when the courses start and end. If we have a gap, the Marine can take leave or work for us until the next course picks up. The key here is to let us know what you want to do and we can give you what we can support you with.
- Advanced Level Courses. As a community we all need to take an active interest in filling all our follow on courses. As we get closer to kicking off the Realignment of Maintenance (ROM) and the fourth (4 th) Echelon of Maintenance Migration in the Motor Transport community we will start pulling the plug on the following courses:
Automotive Intermediate Maintenance Course (AIMC)
Fuel and Electrical System Component Repair Course (FESCR)
Logistics Vehicle Systems Maintenance Course (LVSMC)
The maintenance actions above what we teach in the ‘basic’ course will be rolled up into the new NCO Maintenance Course (i.e., Journeymen’s Course). So if you’re reviewing the Logistics Modernization (LOGMOD) Solution Planning Directive (SPD) [Version 1.0 Jan 06] you know we are scheduled to have the new courses in place by June 2009. So now is the time to flood our community with as much capability and training as possible as we will no longer be teaching ‘total’ rebuild of SECREPS. Read more about the Basic Course in this document.
- Basic Motor Transport Technician Course. As briefed at the Annual Motor Transport Conference (Dec 2006), after a number of Training Systems Analysis’s (TSAs) and a Manpower Training Plan’s (MTP) in support of the MTVR, JLTV and LVS-R programs the direction that we will be taking in the future is to teach ‘basic’ technicians the theory and systems of our common platforms (i.e., diesel engines, transmissions, brakes, CTIS, air systems, etc). The basic Marines will use Maintenance Training Devises (MTDs) or Hands-On Training (HOT) systems in place of actual vehicles. This would allow the course to be self-paced, allow for individual student performance grading/or smaller groups, and move more basic technicians to the fleet faster. As the Automotive Intermediate Maintenance Course and Fuel and Electrical Systems Component Repair Courses get discontinued, we will start up a Motor Transport Maintenance NCO or Motor Transport Maintenance Journeymen’s Course which will train our Marines on the next level (advanced troubleshooting, SECREP repair, hydraulics, TMDE (+), GCSS-MC, etc). The plan for ‘vehicle specific’ maintenance training will be via MarineNET (unless it requires a formal school training package). As we draft all this out, it will be sent out for your feedback and input.
- As we move forward with drafting new T&R for Motor Transport maintenance skill sets, we will recommend going from the term mechanic to technician in our terminology.

- Skill DesignatorMOS Reporting. A problem has been brought to our attention with the reporting of skill designators when Marines completed formal school training here at Camp Johnson. The administration section here was processing the completed school codes, but in error did not report the skill designators (i.e., 3522 [AIMC] or 3524 [FESCR]). We currently have no idea for how long this has been happening. We have updated the procedures here to monitor this and ensure that it does not happen in the future. But, the Marines that have graduated in the past and were missed, we can’t do anything for at this point. The Marine and the Marines current administration section can update and correct this. If a Marine who has the following schools codes listed in MCTFS does not have the associated skill designator being reported notify the administration section to correct this in Unit Diary (MCTFS). The Marine can verify this using their MOL access.

- Course Content Review Board (CCRB ). We are looking at holding a CCRB for the following courses ( tentatively) during 2008 [this is a planned two week CCRB]:

Invites (funded/voting members) will be sent to I&L, TECOM, MarForRes and each MEF. However, everyone will be welcome. Formal message will be released 90 days prior. Read ahead's (CD-ROM) will be provided and invitees will be required to show up with specific information and or data (this will be covered in the formal message). At least that's the current plan. Working lunches and a conference fee will be charged that your PERDEIM will cover. We clearly understand that with the current LOGMOD efforts, what we can and can't accomplish during this period may be limited and cut short based on the current status of LOGMOD efforts (ROM & 4 th EOM migration) at the time.
- Weekly Empty School Seat E-mail. We will continue to send the weekly EMPTY school seat e-mail to the fleet. We need your support to get the courses filled in TIMS as soon as possible. Don’t wait until a week before the course. Read the e-mail because I’m always updating something (i.e., POC for funding). We are not filling the MTNCOC and MTSNCOC like we should be. Both courses have been totally updated to meet the requirements of the OPFORS and to prepare them for deployment to the sandbox with the newest information and skill sets to be successful while forward deployed.
- TECOM Integrated Management System (TIMS). TIMS is the means used to get your Marines enrolled in any of our courses. Someone in your chain of command, sometimes at the MEF G-3/T level has access to this system. In an effort to get the maximum number of Marines in all our courses, which in the past have NOT been filled, the following information is provided:
a. Each MEF has an allocation of seats based on the annual training requirements for each course. The goal should be to fill all the seats requested as soon as possible using TIMS. Names must be in TIMES thirty (30) days before the report date to prevent the system from dropping your allocation. TECOM requires this happens 45 days prior to lock in your allocated seats.
b. More than your allocation CAN BE entered into TIMES as ‘stand-bys’. This is highly recommended in order to get the maximum number of Marines into every course.
c. Thirty (30) days prior to the REPORT DATE in TIMS, if there are any unfilled seats for that course the empty seats will be filled using the Marines in the stand-by category. This means the Marine will be funded by TECOM to attend this training. Provided you can let the Marine go, it will cost the command nothing to get a Marine trained.
d. It is understood that some MEF’s can’t fill their allocations. So if you can send additional Marines to this course, get them added into TIMS as ‘Stand-bys’. Make sure when your told a course is filled it’s not that they mean ‘our allocation’ has been filled. This is not one and the same. If the weekly e-mail sent out states we have empty seats, the course is not filled.
e. If a Marine can no longer attend the course, you need to make sure the Marine is removed from TIMS as soon as possible to allow someone else to fill the seat as soon as possible. If this can’t be done, contact the Academics Officer/Chief at LOS (910-450-1160 or DSN 750) so we can work with local units to see about getting that seat filled and remove the Marine from TIMS.

- MIMMS (AIS). During the Annual Motor Transport Conference (AMTC) a brief was provided by Mr. John Palmer of the Capability Assessment Support Center (CASC). Currently data is pulled weekly on what everyone is reporting in MIMMS (AIS) using the information each ERO is closed with in the AIS. Something that was addressed and STRESSED was the importance of the MIMMS (AIS) 9/Card (closing an ERO in AIS). It is IMPERATIVE that every ERO ‘closed’ in MIMMS (AIS) has the ‘correct’ serial number as reported on property records [digit by digit], meter readings, and LABOR HOURS. Data that is not correct has a major impact on the information they are collecting (everything to do with that ERO is deleted from the history). Of special note, and I have seen this, where the ERO is in fact closed out correctly [meter readings and labor hours] ~ but, the Marine doing the KEYPUNCHING just defaults all the fields to close the ERO and no meter reading is entered and the labor hours is .5 (30 mins). - Motor Transport T&R. Draft T&R for Motor Transport should be released for input during Jul/Aug 2007. This will replace the ITS’s for Motor Transport.
- Marine Corps Combat Lessons Learned System (MCCLLS) . Accounts can be established at https://www.mccll.usmc.mil. 95% of the lessons you'd want to browse through would be under the "Logistics Operations" links. You can click on a "MYPROFILE" link and list up to ten "search engine" terms (logistics, embarkation, motor transport, MPS, etc.) from which future MCCLLS documents will be automatically sent your way without having to log in to the MCCLLS web site everyday. The web site is idiot-proof (I can even use it) and extremely easy to navigate for finding topics related to your specific question, concern, or area.

- Logistics Modernization (LOGMOD).
Realignment of Maintenance. Every MEF has Marines attending the LOGMOD and or ROM Working Groups. If you are not getting information or feedback on the direction of the effort or just an update on the current status of the initiatives and how it will or may impact our community, I would recommend you find out who your MEF is sending to the WIPT's and find out what's going on with ROM and LOGMOD. In addition, the Logistics Modernization Teams (LMT's) are tasked to provide SME and facilitation for LOGMOD effort within the MEFs.

Maintenance Officers/Chiefs should find a lot of information included in the Newsletters that will be very helpful to them and for T&R training (ITS/PME) within their Maintenance Facilities. - A/C Certified Reporting. Effective September 2006, all Marines A/C certified under Section 609 will have the following entry entered into MCTFS (Unit Diary): (TTCSEQ 499 014: LOC SCOL COMPL 609 SECTION A/C CERTIFIED)
- This will be completed when the certifications are received by MCCSSS 'at least one week prior' to graduation.
- For Marines who were certified prior to the above date or if certifications are received just prior to graduation, it will be the joining units responsibility to report the 609 SECTION A/C CERTIFIED statement if you want the capability to locate, track or find A/C certified mechanics in your command.
- This will be no different than reporting DIC (Drivers Improvement Course), we always get a few Marines from time to time that completed the training (because it's part of boot camp now), but it just never got reported in MCTFS. Make this part of your check-in process. Review the Marines education page from MOL and if not listed, request that your administration section report it for tracking within your command. A formal message is not required, because your administration section already knows the procedures for entering information into MCTFS using TTSSEQ 499 014.
- A/C Training. Starting with AOMC 10-06 (graduated 26 April 2006), all basic technicians graduate EPA609 certified. This certification is good for life and it does not expire. Replacement EPA609 card procedures: Send the Marines full name, SSN, and mailing address to the Section 609 Certification Program Manager via DSN 298-2302, Commercial (410) 278-2302, FAX (410) 278-9772. After the information is verified, a replacement card will be sent via US Postal Service (USPS). In addition, MOS 1161 Marines have been getting trained on vehicle A/C’s (RedDot Systems) at their formal school since about June 2003.
- We will continue to certify every (maintenance) Marine that comes to LOS, MCCSSS for any advanced or intermediate courses offered by us. One more reason to fill every school seat offered.
- Additional Projects We Are Working from MTMIC.
- Reviewing and updating all course prerequisites. With current deployment tempos, we understand that in most cases the OPFORs can’t meet the current course prerequisites (i.e., FESCR) to get the Marines trained up prior to deployment. We are taking a hard look at this and with OPFOR approval will asks for an ALMAR changing them until the new MOS manual is written. This will assist the OPFORs by not having the CoC kick back your recommendations to attend the courses.
- Filling advanced level/follow on courses with newly graduated 3521’s. If the OPFORs do not fill all the empty seats for an advanced or follow-on course ( except FESCR) we will use Marines from the last graduating basic (AOMC) course to fill the seats and remove the empty seats in TIMS. We will delay the Marines Orders to the fleet and when you do get the Marines, they will be trained in something more than just the basics. The goal would be for the fleet to select the best qualified, but if this does not happen, we will fill the seat.
- Graduate Survey Process. We are working on getting this process back up and running. We will start with an e-mail (Word) form with the goal of getting to a web based form and or using MOL. We need to keep track of the fleet’s needs as we move forward with our new training strategy and the Realignment of Maintenance (ROM).
- Dec 2007 Annual Motor Transport Conference (Website). Currently we are waiting for the Website link for the 2007 Annual Motor Transport Conference held in Reno, in February 2008, for the interim you can contact your MEF Motor Transport Officer/Chief to get a copy of the CD that was issued to all attending members. The CD has all the briefs and information that was presented. The website link will be posted on this site once it’s established.

- Requesting Mobile Training Teams (MTTs). We offer a number of MTT’s to support your requirements (TECOM Funded and Unit Funded). To assist in your planning the following information should be coordinated with us prior to submitting a FORMAL MESSAGE requesting a MTT.

- Unit needs to coordinate with us and as a team we will identify the best time frame to provide the training required based on a detailed plan (number of personnel to be trained on what). Example: VADS (20 Marines), TRANX-2000/SUPERSHIFTER (20 Marines), A/C [EPA 609] (60 Marines), and/or Other subject (35 Marines). This way we can determine how many instructors will be required based on needs and timeframe we have to work within to support this plan.
- Once completed, we can provide them an estimate of the costs. The requesting UNIT has to provide 100% of the funding (if not TECOM funded or over the TECOM authorized CDD).
- Once the above is completed. A FORMAL MESSAGE requesting an MTT (sample) would be submitted by the requestor.
- The other option is for the unit to send their personnel to Camp Johnson for training (i.e., AIMC, MTCC, MTAC, LVS, MILMO).
