GENERAL OFF ROAD RECREATIONAL VEHICLE (ORRV) INFORMATION

An Off Road Recreational Vehicle (ORRV) is any privately owned motor vehicle designed with the purpose of traveling paved and unpaved surfaces. There are two types of ORRVs as defined by the Base Order,  “Registered ORRVs” and “Non-Registered ORRVs.”

“Registered ORRVs” are those vehicles that meet NC State requirements for operation on paved roads, and has a current Department of Defense sticker.

“Non-Registered ORRVs” are those vehicles that cannot be registered for use on paved roads according to NC State regulations.

The following are excerpts from the Base Order for ORRV use (BO 5090.111):

Non-Registered ORRVs currently have no approved site for operation and are unauthorized for use aboard Camp Lejeune.

Registered ORRVs are permitted to operate at the following off-road sites under the following conditions.

May use tank trails and secondary roads to reach streams, ponds, and the Atlantic Intercoastal Waterway (AIWW), and to and from firewood sites provided area clearance has been obtained from the Base Game Warden Office.

Access to authorized hunting areas, provided access is in accordance with the Base Hunting, Fishing and Trapping Order.

Utilized to access areas designated as firewood sites.

Utilized to access the south strand of Onslow Beach, after obtaining a “Beach Permit” from the Base Game Warden Office. When acquiring a beach decal at the game wardens office at building PT-3, the vehicle on which the decal will be affixed to MUST present at time of issuance. 

Clearance must be obtained before entering any of the ORRV site (Onslow Beach). This can be done by calling 451-3794 to see if the desired area, area "E and EA" for Onslow Beach,  is open for use

 Safety is the most important factor involved in ORRV operation. Vehicles must maintain all requirements of a vehicle operated on paved roadways. ORRVs may not be operated in a careless, reckless, or negligent manner at any of the approved ORRV sites. The maximum operating speed on trails, secondary roads, is 25 MPH. On Onslow Beach standard speed limit is 20 MPH. However, speed will be reduced to 10 MPH or slower when in close proximity to people, pets, other vehicles, or when conditions require a slower rate of operation. ORRVs will never be operated while under the influence of drugs or alcohol.                                          

Onslow Beach is a fragile ecological system that is utilized for both recreational use and military training. It is imperative to protect the beach and dune areas from further deterioration, so that others may enjoy it in the future. Onslow Beach serves as a nesting ground for several protected and endangered wildlife species, and during ORRV operations you should be careful not to disturb these sites.

The Onslow Beach strand area North of Beach Access Control Point is off limits to all ORRVs.  The area South of Beach Access Control Point is primarily a military training area, but recreational use is permitted when it does not interrupt military training.

To determine if the South portion of Onslow Beach is open for recreational use call 451-3794, the Base Game Warden Hunting, Boating, and Firewood Recording. The South portion of Onslow Beach is area “EA”. If area “EA” is listed as “open” then it is cleared for recreational use for that day.

Use of the area South of Beach Access Control Point to New River Inlet is only authorized for use by 4-wheel drive registered ORRV, with a valid Beach Permit.

The ORRV is to be operated between the surf line and the dune area, or wooden post painted orange if present. The wooden posts painted orange are placed .2 miles apart and designate restricted areas of operation.

ORRVs are not to be operated in a manner that damages or disturbs the land or wildlife. Driving on any vegetation or dunes is strictly prohibited. Plants are essential to keep dunes and new dunes intact, and to prevent soil erosion.

 

Sand fences and the areas they protect are off limits. Also, wire cages labeled “Endangered Species Nest” are off limits, and are not to be disturbed while deployed.

The only authorized access points to the South Onslow Beach area are at Risley Pier and at the "EGRESS POINT 10". Crossing the dune areas in any other location is strictly prohibited.

Travel on Onslow Beach between 15 May to 31 October is restricted to day light hours only.  This is to protect sea turtles, which are federally listed as a protected species, and use the beach as a nesting ground during this period. Other travel restriction on Onslow Beach  are depicted in the map below. Please read BO 5090.111, Use Of Off-Road Recreational Vehicles,  in its entirety for travel time and location restrictions on Onslow Beach.

Sites posted restricting vehicle travel for the purpose of protecting nesting shorebirds, other wildlife, or other environmental projects shall not be entered.

Lifeguards are not posted South of Risley Pier, and swimming is therefore not recommended South of Risley Pier.

Glass Containers are not authorized on Onslow Beach.

All dogs on Onslow Beach must be kept on a leash at all times. Leashes are required for public safety as well as protecting endangered wildlife species and their nest sights. Dogs are not allowed on Onslow Beach north or Risley Pier at any time.

LITTERING OR DUMPING

OF ANY DEBRIS ON BASE IS PROHIBITED. PLEASE HELP KEEP OUR RESOURCES CLEAN FOR FUTURE RECREATIONAL USERS AND THE WILDLIFE!
